The Praxellence Centre (Praxellence) operates as a not-for-profit organisation dedicated to driving impactful digital initiatives across all layers of government. The name represents a deliberate fusion of two core principles: Praxis, the practical application of knowledge and skills, and Excellence, the state of superiority and merit. This philosophy guides the Centre's role as a strategic partner, assisting public sector institutions in navigating rapid technological shifts, rising citizen expectations, and complex socio-economic challenges.
While traditional consulting models often emphasise short-term recommendations, the mission here is to build deep institutional capacity. By providing governments with practical, evidence-based frameworks and robust implementation strategies, the Centre ensures technology serves as a permanent catalyst for public progress and governance excellence.

KV Soon is an entrepreneur and digital transformation strategist with 30 years of operations and IT experience. He co-founded Spirit of Endeavour, a consulting firm focused on driving growth through trade, technology, and transformation across government and industry. Beyond his professional work, he is active with several NGOs addressing climate change, equality rights, inclusive societies, and quality education.
Tan Kim Leng brings more than 30 years of consulting and training experience across strategic digital planning, digital transformation, and digital government. He has led engagements for major Singapore government institutions and financial organisations, and has been engaged by the World Bank, UNDP, and the Asian Development Bank to provide technical assistance internationally. He is an adjunct lecturer at the Singapore Civil Service College and an advisor to international projects on digital government transformation.
